Jim Parker, formerly with OVAE, wrote me that some of the reports/ 
resources are archived in ERIC:  http://www.eric.ed.gov/ . I searched  
using the key word "workplace" and over 9,000 documents were  
identified, some of them workplace literacy evaluations.
