Hello Ruth,

The Government of Canada has no formal policy document that I'm aware of;
however, the provincial government in Nova Scotia has a workplace literacy
policy-- the Workplace Education Initiative. For your information I've

The Workplace Education Initiative, carried out by the Skills and Learning
Branch through the Apprenticeship Training and Skill Development Division.
This initiative works in collaboration with business and labour to establish
customized essential skills programs, supporting the re-skilling and
up-skilling of the current workforce, as well as the enhancement of labour
market attachment. The anchor program is Workplace Education, which provides
on-site programs for employed workers.

Workplace Education works on a flexible, partnership-based model which
encourages government, business and labour to invest in education and
training, cultivates a culture of learning within workplaces, and allows it
to respond to the needs of small to large businesses, apprentices, displaced
and unemployed workers, and specific industry sectors.
